LS25 Better Idle Turning

Makes idle turning (turning on a dime, mostly used on tracked vehicles) better with steering wheels, joysticks and controllers.

Following changes have been done:

Increased steering angle threshold until idle turing kicks in
Idle turning speed can be fine tuned with steering angle
